Google has made google plus available to public now.
You can simply goto http://google.com/+ or http://plus.google.com and sign in with your gmail id / google account to start using google plus.
Please note, some people are still having difficulty getting in, in that case, use alternate id or try again later to get into google plus without any invitation.
